Paradigm
Paradigm is the trusted IT partner in the Brussels-Capital Region that can be entrusted with any mission involving computer development, IT assistance, telematics, and cartography.
Paradigm is the public interest organisation driving digital transformation in the Brussels-Capital Region. In this capacity, it acts as an orchestrator of digital capabilities by developing greater coherence, pooling and cross-functionality, while accelerating the transition for the benefit of all.
In the exercise of these responsibilities, Paradigm plays a support role for the Minister responsible for IT and the Digital Transition.
Paradigm's mandate
Paradigm's mission is to prepare, manage and implement the Region's digital strategy while ensuring that the results of its actions are accessible to users.
As part of its remit, Paradigm performs the following tasks:
- it ensures, prepares and participates in regulatory and strategic digital missions at regional level;
- it manages and coordinates the digital and data governance of the Brussels digital ecosystem in consultation with the administrations;
- it proposes standards, guidelines and norms to the Government to be integrated into the Brussels digital ecosystem;
- it is responsible for observing, implementing, integrating, managing, supporting, securing and advising on information systems and networks, digital, telematic, cartographic and telecommunication projects, and on skills relating to digital and information and communication technologies within this ecosystem. Paradigm's mission with regard to digital human resources is limited to a support role;
- it can manage and participate in research, development, demonstration and dissemination programmes, with a view to building up general and technical expertise in the different aspects of the Brussels digital ecosystem.
The Government may entrust Paradigm with other tasks, provided that these meet one of the following objectives:
- the preservation or improvement of Brussels' digital ecosystem;
- the implementation of new digital technologies at regional level.
The Government may entrust Paradigm with other tasks, for which Paradigm may call on the human resources of IRISteam asbl.
