Half a billion euros in public procurement: the success story of Paradigm’s eCatalogue

Since its launch in 2009, the eCatalogue has surpassed the €500 million mark in cumulative IT procurement for Brussels’ public institutions. A symbolic figure that establishes the platform developed and managed by Paradigm as a cornerstone of regional public procurement.

A tool at the heart of Brussels public procurement

Designed to centralise the procurement of IT hardware, software and services under contracts awarded by the Central Procurement Body (CPB), the eCatalogue now has over 2,000 registered users, more than 340 active institutional clients and nearly 100 suppliers. It offers more than 5,000 products and 3,000 configuration options across 16 public contracts divided into more than 50 lots. The platform also guarantees a high level of security through authentication via CSAM and IAM, and incorporates control mechanisms to ensure compliance with contractual frameworks and the monitoring of expenditure by contract and by lot.

Fifteen years of continuous growth

Since its launch, the eCatalogue has seen average annual growth of 20%. In 2025, nearly €70 million worth of orders passed through the platform.

2026, a record year in the offing

The momentum continues in 2026: by 1 June, more than €54 million in expenditure had already been recorded on the platform, pointing to another record year.
