Mercurius Service Transition – Information for Fidus Users

Background

On 17 July 2026, the Federal Public Service (FPS) BOSA announced an evolution of the technical and contractual infrastructure of the federal Mercurius service, used for transmitting electronic invoices between businesses and government administrations.

This evolution follows the new federal framework contract for eDelivery services and the significant increase in the use of electronic invoicing, particularly since the entry into force of the mandatory electronic invoicing requirement between businesses (B2B).

What does this evolution mean for Fidus users?

If your administration uses Mercurius via Fidus, no action is required on your part.

Paradigm will coordinate this transition with FPS BOSA in order to limit the impact on Brussels administrations as much as possible.

Any necessary technical information will be communicated to you in due time, where applicable.

Cost coverage

To ensure continuity of service and avoid penalizing Brussels administrations, Paradigm will cover, in 2027, the costs related to the new federal contract for Mercurius flows used via Fidus.

Administrations using Mercurius via Fidus will therefore not need to take any contractual steps or budget separately for 2027.

The terms applicable beyond 2027 will be communicated at a later stage.
