New TrendRadar from Paradigm: trends that will transform the public sector

Paradigm has published its new TrendRadar, a strategic tool that helps administrations visualise digital trends, prioritise innovation projects and anticipate risks. This edition covers two areas: customer focus and digital government.

Why TrendRadar?

The Radar classifies trends into four categories:

  • ADOPT: to be implemented immediately,
  • TRIAL: to be tested and experimented with,
  • ASSESS:  to monitor,
  • HOLD: to be paused.

This tool enables organisations to guide their strategic planning and experimentation in secure environments ("sandboxes").

Key developments to remember

  1. Geopolitical context and strategic changes

The Radar highlights the impact of international dynamics, such as the arrival of a new US administration and the rise of hybrid conflicts in Europe. The result for the Brussels Region: cybersecurity, cloud computing and digital sovereignty are becoming central issues. Organisations must manage the risks associated with data transfers outside the EU and extraterritorial laws, and maintain European control over critical infrastructure.

  1. Digital sovereignty and cloud challenges

The Radar highlights three pillars: legal, technical and strategic control. Hybrid models (sovereign cloud + international SaaS) are gaining ground. Transparency on data hosting and European compliance are becoming essential. The question is no longer "should we?", but "how" to build a sovereign and robust architecture.

  1. Fighting disinformation

The fight against disinformation is now a strategic priority. European initiatives (such as the Digital Services Act and the strengthened code of conduct against disinformation) encourage proactive verification. Administrations must communicate proactively, collaborate with fact-checkers* and integrate dedicated crisis plans against digital manipulation.
