Joint Rental Commission

The CPL offers a free rental conciliation mechanism. It issues opinions on the fairness of rents for residential leases, at the request of the parties involved or persons mandated by them, as well as any interested party.

It bases its opinion on:

• data from the Opens in new windowrent reference grid;
• data from the applicant's file;
• the Opens in new windowsubstantial intrinsic quality defects (if any) in the home.

Any party (tenant or landlord) to a tenancy agreement in the Brussels-Capital Region, or any mandated or interested party, may refer a matter to the CPL.

However, the tenancy agreement may not have been concluded with a Public Real Estate Operator and the rent may not be regulated by an ordinance or decree.

Here are a few examples:

• a tenant paying a high rent for housing without a separate bathroom or shower can ask the Joint Rental Commission to issue an opinion on the fairness of the rent.
• a landlord who rents a property in a leafy district can ask the Joint Rental Commission whether the rent charged is too low for the property's location.

The opinion issued by the Joint Rental Commission is free of charge and non-binding.

The CPL is a joint commission made up of eight members and headed by a Chairperson who does not take part in the deliberations:

• four landlord representatives: Olivier de Clippele, Sabine Delhaye, Dominique Eyen and Jean Roberti
• four tenant representatives: Quentin Charon, Thibaud de Menten, Erdem Resne and Doha Zouad
• The effective Chairperson: Julien Moinil
• The Acting Chairperson: Martine Mosselmans
