Digital Inclusion Review – Digital Brussels

The digitalisation of society is a vector of opportunity and simplification for citizens. However, this digitalisation is also creating inequalities within the population.

Since March 2, 2024, any new digital procedure launched by a public administration in the Brussels-Capital Region must undergo a digital inclusion review by Paradigm, in accordance with Article 13 of the Digital Brussels ordinance.

Why?

To ensure that all citizens — including those less digitally skilled — can easily access online services. This involves:

  • Active or passive support throughout the process,
  • Alternatives to digital-only approaches,
  • Compliance with accessibility standards,
  • Clear and multichannel communication.

What will you find on this page?

  • The evaluation grid to complete in order to submit your project to Paradigm
  • The full guide to support you throughout the process
  • A summary of the guide for a quick overview

These documents will be regularly updated based on field feedback to better reflect best practices and provide you with tailored advice.
