Brussels makes its mark on the European digital landscape: Paradigm becomes co-chair of the Eurocities Foresight Group

Paradigm is stepping up to the European stage. The body responsible for the digital transformation of the Brussels-Capital Region has been appointed co-chair of Eurocities’ Foresight working group for the next two years — a strategic role that places Brussels at the heart of discussions on the digital future of cities.

This co-chairmanship, shared with the city of Rotterdam, tangibly strengthens the Region’s influence within European networks and enables it to contribute to the policies and projects shaping the urban digital landscape of tomorrow. Eurocities, which brings together more than 200 major cities, is a key platform for developing partnerships, best practices and joint European projects.

On the ground, Paradigm is already at work. On 16 April, at the Eurocities Digital Forum 2026 in Sofia, the organisation took part in discussions on major issues such as digital rights, cybersecurity, digital sovereignty and urban digital twins. Participatory governance, inclusion, democracy… At the heart of the discussions: a powerful idea – digital technology is no longer limited to infrastructure or skills; it is now about building a genuine shared digital culture, accessible to all and serving citizens.

In this context, Paradigm presented the results of the Foresight Survey, a European survey on cities’ priorities, and took part in a workshop dedicated to scenario planning. The top three trends are AI, cybersecurity and urban digital twins. This provides a basis for exploring the key questions that will shape the digital future of cities.

For Brussels, this initiative forms part of a broader strategy for monitoring and innovation, notably through the Digital Transformation Radar and involvement in digital transformation projects (co-)funded by European funds.

With this new responsibility, Paradigm is confirming its ambition: to position Brussels as a key player in the European debate on urban digitalisation and public innovation.
