Goals and strategic vision

The 2020-2030 Regional Mobility Plan is part of a vision for a pleasant and safe city, made up of secure neighbourhoods that encourage walking and cycling, connected by multimodal transport corridors, and centred around efficient public transport and smoother traffic flow. The plan's measures aim to provide every user with suitable, accessible, and integrated mobility solutions, allowing them to choose the most appropriate mode of transport for each journey, depending on their destination and needs at any given time.

City Vision

The regional mobility policy must address the urban challenges of a busy metropolitan area, the local needs of residents, and the ambitions of the Regional Sustainable Development Plan (PRDD).

To meet the challenges of the regional development strategy, the regional vision for mobility is based on the following objectives:

  • Improve the quality of life in neighbourhoods by calming traffic and providing high-quality public spaces to support the Region's residential function.
  • Guarantee optimal accessibility to the BCR's main existing and future urban functions (economic, tourist, and commercial zones).
  • Encourage the development of a dense, mixed-use, and multi-centred city of short distances, and a densification strategy linked to good public transport network access.

To respond to the major environmental, social, and economic challenges facing the Region, the RMP identifies seven key challenges to be reconciled within a strategic vision for mobility.

Mobility Vision

To address these key challenges, the Mobility Vision sets out six ambitions to improve the Region's accessibility and supply chains, as well as its attractiveness for residents, visitors, and businesses alike:

  1. Influence overall travel demand through dense urban development and a better distribution of journeys throughout the day
  2. Reduce the need for a personal car by offering an attractive range of options that meet different travel needs
  3. Strengthen mobility as a service, through a clear and universally accessible offering of all mobility services (car sharing, taxi services, carpooling, etc.), particularly by developing MaaS (Mobility as a Service)
  4. Guarantee structured and efficient transport networks that ensure a place for everyone in the public space
  5. Support urban distribution initiatives by organising vehicle movements and assisting delivery drivers
  6. Align parking policy with the regional mobility vision: by prioritising off-street parking, varying charges according to different areas, reducing the number of on-street parking spaces, and encouraging the use of hybrid vehicles, active travel, and new mobility solutions.
