Housing Advisory Council: Role, function and Impact

The Housing Advisory Council (Conseil Consultatif du Logement, CCL / Adviesraad voor Huisvesting, ARH) is a consultative body that brings together representatives from public housing operators, associations, workers' unions, employers' unions, the private sector and a number of experts. The CCL can also independently conduct studies and analyses and submit proposals to the Government.

Members

The CCL is composed of twenty-five members who represent their respective institutions or organisations. Each member has a designated alternate. Members are appointed for a renewable five-year term. Half of these members are replaced every thirty months.

Board

The CCL appoints a Chair, Vice-Chair, Secretary and Treasurer from among its members. Their term of office expires with each renewal of half the members of the Advisory Council. Their term is renewable once.

Government representatives

Three representatives appointed by the Government of the Brussels-Capital Region attend the CCL meetings. They are appointed based on the respective proposals of the Minister for Housing, the Minister for Urban Renewal and the Secretary General of the Brussels Regional Public Service.

Their terms are revocable and are renewed within six months of each regional election. 

A member of the Government who has proposed a draft ordinance or regulatory decree to be reviewed by the Advisory Council may attend or be represented at the discussions on that draft.

Legal basis

Created by the Ordinance of 29 March 2001, the CCL serves as a forum for reflection, exchange and consultation on housing policy in the Brussels-Capital Region. Over time, the Council's legislative framework has evolved. Today, its legal basis is defined in Articles 90 to 107 of the Brussels Housing Code. 

In addition, Article 105 of the Code requires the Council to establish internal regulations, subject to Government approval.
