talent.brussels and Paradigm are pooling their expertise to strengthen the data culture within Brussels’ public administrations
As part of the Digital Skills & AI project, talent.brussels and Paradigm are collaborating on the development of three new e-learning courses dedicated to data management and usage.
This initiative forms part of a shared commitment to supporting the digital transformation of the Brussels civil service by enhancing staff skills and their understanding of the challenges associated with data and artificial intelligence.
Developed using the complementary expertise of both organisations, these modules will enhance the training programmes available to staff. They will be accessible via MyTalent Learning (MTL) as well as on Paradigm’s training platform.
A practical approach tailored to the realities of the public sector
Data (including AI) now plays a central role in the functioning of public services. Its quality, sound governance and understanding are essential for supporting effective decision-making, improving services to citizens and ensuring the smooth running of public administration.
Through this collaboration, talent.brussels and Paradigm have sought to develop educational content based on real-world scenarios and tailored to the realities of Brussels’ public administrations. These three complementary modules address the key challenges related to data, from understanding it to governing it, whilst ensuring its quality:
- Data Literacy: understanding and using data in everyday work
This introductory module helps participants develop the basic knowledge required for the effective use of data in a professional context. Participants are introduced to fundamental concepts, learn to interpret charts and dashboards, identify certain biases and communicate using data.
The module also raises awareness of quality, security and compliance issues to promote the responsible and informed use of information.
- Data Governance: structuring and optimising data management
This module presents the key principles of data governance and their application within public administrations. Learners discover how to define the roles, responsibilities and processes required for consistent and effective data management.
It also highlights the benefits of robust governance in terms of quality, regulatory compliance, transparency and decision-making.
- Data Quality: ensuring reliable data for better decision-making
High-quality data is essential for delivering effective public services and supporting informed decision-making. This module provides an understanding of the key aspects of data quality and best practices for preventing, detecting and correcting anomalies.
Participants will also learn about the tools and mechanisms for continuously monitoring data quality and improving its reliability over time.
The first module, Data Literacy, will be available from September. The Data Governance and Data Quality modules will complete this training programme in the months that follow.
A regional collaboration for the benefit of all
This project perfectly illustrates the complementary nature of talent.brussels and Paradigm. By combining their respective expertise in skills development, digital transformation and data management, the two organisations have been able to design innovative training content that is accessible and tailored to real-world situations.

Complementary and designed to be taken in a progressive order, the three modules first address data literacy, then data governance and, finally, data quality. Our aim is to make these concepts accessible and thereby contribute to the development of a shared data culture within the regional civil service.”
Christine Verstraete, data governance specialist at the Regional Data Governance Office (RDGO) at Paradigm: “The collaboration with Talent has been smooth and effective. Paradigm provided the structure and technical content, whilst Talent enhanced it by shaping the format, highlighting the key themes and devising a variety of activities that capture learners’ attention. By collaborating and pooling each team’s strengths, we were able to produce high-quality training programmes fairly quickly. It’s a real win-win-win: Talent doesn’t have to spend time sourcing content, Paradigm doesn’t have to learn how to create training programmes, and public sector staff will quickly have access to training programmes rooted in the Region and public sector organisations. Within the RDGO, we offer services and products to support public sector organisations with data governance. The Regional Data Governance Committee, comprising Local Data Administrators from numerous public authorities, enables the centralisation of requests for services, tools, templates, training courses and so on. These training courses, produced in collaboration with Talent, stem from practical needs reported to the committee, as well as requests received by Talent for data training.’
Beyond the three modules developed, this collaboration demonstrates a shared commitment to supporting Brussels’ public authorities in their development and preparing staff for the digital challenges of tomorrow. This partnership dynamic helps to build a civil service that is ever more efficient, collaborative and forward-looking.
