Stewardship, logistics, archives, legal advice – the general services fulfil a number of indispensible functions that allow the Ministry of the Brussels-Capital Region to function properly.

The general services are spread over various directorates and services:

Facilities department

The Facilities department (DAL, procurement and logistics directorate) is tasked with supporting all administrative units of the Brussels Regional Public Service.

Buildings and working spaces, equipment of offices, supply of material, reservation and equipment of meeting rooms, maintenance of service vehicles, … The Facilities department offers a whole range of essential services to the BRPS’s employees.

Its mission consists in:
 

  • Managing and maintaining of the spaces used by the administration
  • Refurbishing and maintaining of the regional real estate assets
  • Executing the legal missions of the regional public land administration (FR/NL)
  • Managing orders and contacts with suppliers, as the Ministry’s central procurement agency
  • Distributing supplies, removals and printing
  • Managing contacts with bpost and delivering and sending mail
  • Managing telephony
  • Managing the maintenance team and allocating work to Ministry staff and external providers
  • Managing the office messengers, who deliver mail and receive visitors on the various floors
  • Managing the ministry’s fleet
  • Managing the cafeteria
  • Managing the conference rooms

Legal

The Direction Juridique (legal directorate) handles and manages disputes and litigation concerning any part of the Ministry of the Brussels-Capital Region. It provides legal advice and is responsible for drawing up regulatory and legal texts for all services.

Translation

The Direction de la Traduction (translation directorate) manages translations into the following languages for the Ministry of the Brussels-Capital Region:

  • French
  • Dutch
  • English
  • German

It checks and adapts the texts submitted to it.

Archiving

The Service Archivage (archiving service) manages:

  • Dossiers that have been finished for which the Region’s legal administrative responsibility has not yet expired
  • Documents kept on file indefinitely for historical reasons

The service provides the administrations and directorates with advice on managing their current records (ongoing dossiers).

It also ensures access to archived documents and so the application of stipulations on publicity of the administration and accessibility of administrative documents.

It monitors compliance with archives-related legislation by the various administrations and directorates.

Internal risk prevention and protection at work

The Service Interne de Prévention et de Protection au Travail (SIPPT, internal risk prevention and protection at work service) is tasked with assisting the employer, line managers and employees to draw up, plan, implement and evaluate the policy determined by the dynamic risk system (based on the Royal Decree of 27 March 1998 on the policy of employee well-being in the performance of their duties).

In practice, its duties include:

  • Analysing risks
  • Studying occupational accidents and incidents
  • Visiting workplaces on a frequent and systematic basis
  • Drawing up the general prevention plan, the annual action plan, monthly reports and the annual report
  • Keeping compulsory documentation (product inventory, reports of legal checks and inspections, asbestos inventory)
  • Providing advice on the organisation of work, work equipment, personal protective equipment and fire prevention instructions
  • Keeping the register of acts of violence of external origin
